Objectif Plein Emploi - a community project

Objectif Plein Emploi asbl (OPE) was founded on 1 January 1999 as a non-profit association.

With its staff of 700 employees and 400 volunteers and an average annual budget of €25 million, OPE is the Grand Duchy's leading organisation for solidarity-based economy an therefore one of the main players in establishing a third economic sector in Luxembourg.

Its activities are centred on local development, vocational training and community involvement.  The projects thus implemented seek to benefit society and bring about a major improvement in residents' own quality of life, as they help to enhance the facilities and skills available in their localities.

The Centres of Initiative and Management of the Network Objectif Plein Emploi

Objectif Plein Emploi asbl is made up of the Moulin Bestgen Resource Centre in Schifflange and of 30 local organisations, the “Centres d’Initiative et de Gestion” (Centres of Initiative and Management), associated by agreement. The OPE network is striving in favour of an economic system showing more solidarity and equality. Its mission is to carry out projects which promote sustainable local development for the common good. The associations specifically create jobs for unemployed people and promote their personal and vocational development through appropriate further training programs.

Objectif Plein Emploi asbl took up the challenge of considering local development not only as a theory: the organisation wanted to prove that this principle can also be applied an exemplary way in practice. Thus in close collaboration will local councils and thanks to the Ministry of Employment's Employment Fund, Objectif Plein Emploi asbl started creating a network of associations working at a local level:

the centres of initiative and management (CIG)

These centres of initiative and management are working at a local (CIGL), regional (CIGR) or sectoral (CIGS) level, mainly to improve the quality of life of the local population and to favour the social link.
